Message 99 headlights are OE and are guaranteed with reliability however sice the Japanese drive on the other side of the road you will need to modify the cutoff sheild within the projector. Olyar15 did this 3 years ago.

"Plug and Play" HID kits (Ebay or TT.net) rarely use OE ballasts and definitely do not use OE bulbs. Knockoff Korean or Chinese made ballasts have unpredictable reliability and your light output rests upon the quality of the bulb rebase, which is almost never anywhere near OE specs.

My suggestion is to stay away from HID kits. Either install 99 setup or complete a HID projector retrofit which will allow you to use genuine Phillips or Osram D2S bulbs.
